25 Johnson RPMs pick up when unhooking the fuel line

1990 25 Johnson J25TEESB

Had water in gas as well as the linkage has been messed with. I went through the carb and new fuel pump. Link and Sync'd.
Starts and idles fine. Butterfly is opening all of the way. Neutral throttle hits rpms fine. BUT, WOT in gear only getting roughly 75% of power output. can definitely tell its not hitting its max RPM. I have found something strange that while running WOT i can unhook the fuel line from either the tank or motor either side and this motor will run correctly until it runs out of gas. Ive tried and different tank and fuel line assembly. Out of the ordinary so im turning to the Marine Engine forum
 
That points to an issue such as a ruptured fuel pump diaphragm.------Your new fuel pump is a factory part ??---------Or float / float valve has an issue.------Motor is getting TOO MUCH fuel when hose is hooked up.----Should be a simple fix !
 
Thats my thoughts, too much fuel because when you cut off the fuel supply it takes off! Yes sir, brand new EMP fuel pump. New kit in carb. I did take the pump apart and found no problem. I will take the carb off again and double check float level. No signs of flooding at all. its a head scratcher.
 
For anybody wanting to know the final result, i bypassed the quick connect and ran fuel line direct to the pump. Makes zero sense but i figured i would try it to say that i did. runs fine.
