i am having problems when i go

i am having problems when i go to hi speed the mtr. seems like it surging like its not getting enough fuel . i have been through the fuel system with a fine tooth comb and i cannot find the problem it also likes to sneeze some times when it idles can some body help me

"don't know about yami's, but it sounds like air is being sucked into the line somewhere. pump the bulb hard and check for any leaks, tighten all clamps engine and tank. if that doesn't help try another tank. sneezing sounds like its running a bit lean which could also be the fuel system"

"I have a25hp outboard yamaha.Just got it.Its A 2000 model.it will not start due to not getting any fuel to carb.All lines ok,bulb very hard, its getting fuel right up to entrance to carb.
nyone have an idea.
