25 hp Washer fell out ?

I have a 25hp 1999 tiller drive. I dropped the lower unit to replace the impeller. A small flat washer fell out. Does it go on the shift rod at the top? That seems to make sense.

Yes, I have an '87 25HP. Assuming it's the same, that washer goes on top of the shift shaft and should be held up by two "barbs" on the shaft. It's purpose is to lift the tilt lock lever when the motor is shifted into forward. Again, if the design is the as the 1987.
