25 HP Johnson - won't stop

I just bought a 1996 25 HP johnson 3 cylinder, 3 carbs, model J25RMEDC. Running a little rough, but starts good, just the carbs a little gummed up after it sat for 2 years, I guess.

HOWEVER, the kill switch doesn't kill the engine if I take the clip off it, and there is no other stop switch. There's a rubber plug to the left side at the front where I figure the stop 'bulb' should be. No other off switch I can see.

Should I cut the wires to the kill switch and short them together to see if that stops it? The other ends seem to go to A - a good engine ground, and B to the power pack.

Also, what is the recommended Champion plug for this engine? It has NGKs in there, and I read that Champions are best.
