Can the throttle valve sensor

Can the throttle valve sensor cause the engine not to idle? It's a 97 suzuki 25 h.p. I rebuilt the carbs when I got the engine because it was set up for over a year and gummed up. It runs fine with the cold start rev up. Thanks for and info!
