20hp mariner low power

Have a 1989 mariner 20hp. serial number oc209320 starts fine but seems to lack power. slow to come to high rpm and reaching full rpms. new control box, carb rebuilt. cleaned fuel filter. new plugs and wires. compression 120 in both cylinders. tried several different tanks and fuel lines wondering if timing is off or the trigger could be bad.

Did you check for spark on both cylinders.

yes spark at both cylinders wondering if linkage to the card and trigger are adjusted right .

just pulled both plugs ran motor on Sunday both plugs are wet with fuel but the lower one was worse.
