2018 mercury 60 hp 4 stroke

I have a 2018 60 hp 4 stroke that had a recall on the fuel pump. After it was fixed by the dealer the motor ran rough under 1400 rpms. The dealer said it was a spark plug and replaced it. It worked for about a week and now it’s doing it again. Engine runs good over 1400 rpms. Any help would be appreciated. Thank you

It's not the plug. Take it to another dealer.
