2013 E-Tech 250 won't rev past idle.

The engine runs fine, then all the sudden it sounds like its running on 3 cylinders or so, and won't rev above 800rpm or so in gear.
Later, whatever it was goes away and the engine is fine.
Twice we thought we would not make it back to the dock, but the engine never quits.
The issue has never occurred at speed. Both times we had just slowed down after a good run.
 
Sounds like you may be dealing with a TPS (Throttle Position Sensor) issue. You won't always get a code with this problem. If a wire is loose in the connector it can happen. The TPS is on the front of the motor under the edge of the flywheel. Top of the intake manifold. Two 3/8" headed bolts. You can just barely remove those & take the TPS/bracket/wire harness out as an assembly. Look at the wires as they go into the connector. You can unplug the TPS & pull on the wires where they enter the connector. You may find one is loose or broke. That will be your problem. Depending on what is wrong the cure can be simple or more complex.
