2011 Yamaha 4hp 4stroke won't turn or steer

I recently noticed my Yamaha 4hp 4stroke overheating and immediately killed the motor. There was a bit of white smoke but no obvious damage and it did not freeze. I now cannot turn the motor to steer. It is locked in straight ahead position. Upon closer examination I noticed was appears to be a melted round black plastic band where the head of the motor meets the base. (See pics). I removed the melted plastic and searched parts diagrams but cannot find what this is or if it is the cause of the problem. Anyone ever heard of this? Much thanks. (By the way, the overheating was caused by a bad water pump impeller which I replaced.)

Thanks William, I believe it's part 35 (2 pieces). Yamaha - Pivot Shaft Bushing - 6EE-G2539-00-00. Hopefully it works. I've ordered a couple of them.
