Why can't the service agents get the motor to get enough revs to "plane"? Still under warranty, but not registered for 3+2 service records. Problem started from first service. Any one else experience this?

I have a 4 metre RIB with Alloy base. My 30 hp Mercury can't get the revs up to plane, since its first service by authorised dealer. He says that all is well when tested in a tank, as did another Mercury dealer when we went on holiday. I suspect programming of updated software on IC board to be the problem, but getting him to fix it is a problem - he works on his own, so I have to wait for him to "be ready and available" to test the boat on the water. Is this what a Mercury dealer usualyy does?
