200xp low power

Need some input here. 92 200xp. Fuel system clean. Coming out of hole and will not get on plane. Lack of power and rpm. Happened a couple of times last year, shut it off and restart a time or two and then would be 100 percent ok. Also had a no start a couple of times when first out this summer. When no start there was no beeper going off. Factory CDI is two years old. Shut off and restarts instantly and runs smooth but no getting on plane. Feels like rpm is being limited or timing not advancing? Gutless. Ideas? Thanks!
Compression is fine.
 
I would check your themostat sensors. I had the same problem. Run out and the engine would go into limp mode , shut it off and would run great.
I replaced my thermostat sensors at the suggestion of fastbullet and engine ran great.
