2009 Mercury 50 ELHPT Starting Issue

I recently purchased 2009 Mercury 50 ELHPT and have starting problems with it. It always starts right up in my driveway (2,100 ft elevation) on the garden hose, but when I take it down to the river (200 ft elevation) it cranks but often won't start. I'm scratching my head on this one.

Any help or advice is appreciated.

I should add that I have checked the fuel tank vent, inspected the fuel line, swapped fuel lines from the kicker, replaced fuel filter all with same results.
