2008 15hp noise

Recently obtained a 15hp manual start.
I noticed the pull rope mechanism is making a clicking noise that
Doesn't sound right.
Clicking sound.
Is this supposed to do this ?
Can I dismantle this clicking?
 
Ok I think I know what's going on. On top of the starter mech is a small wedge
Looking thing that is out of adjustment. With the motor in neutral and not running
The apex of the wedge should be in line with a small spring loaded
Cylinder which pushes the clicker back so it can't click. But as soon as the
Motor is started the wedge apex is supposed to move back.
This way with the motor running you can't accendently pull the rope which I guess could jack things up.
I should be getting a service manual in a couple of days which I hope will
Explain the adjustment better than I can.
 
For those who want to know:
Neutral interlock ball (cable) is out of adjustment. I think the smog
That I bought the motor off of got everything out of adjustment.
Per my manual you have to adjust the throttle cables first then the
Ball location etc.
Bottom line is there should be NO clicking noise when pulling
The rope.
