2007 mercury 9.9 running with choke out only

I've had this outboard since new it's never run properly for a whole season. This year it'll only run at high throttle or at high idle with the choke out. I've changed hose tank plugs and fuel filter. I've had the carb out twice and disassembled cleaned and reinstalled with no luck. Any advice would be appreciated.
