2007 Mercury 50hp two stroke wont start problem HELP HELP

I have a 2007 Mercury two stroke outboard motor, I will start 1000 times with a hose and ear muffs on the motor--the minute I stick the motor fully in the water it will not start. SO let me say again I can start this motor with ear muffs so easily and I can barely bump the key and its running and the motor sounds like a new motor and when this motor is fully submerged in water it is very hard to start I have to choke it and high idle to start it and once started its runs fine and sounds fine. after warmed up I still have to choke it and fast idle to start the motor, if I take it out of the water with ear muffs it will start 1000's like a normal motor. I have taken the carbs off they are perfect I have installed a new fuel pump and fuel filter. I have installed new reed valves I have installed new gas tank with new bulb and line. Its the craziest thing I have ever seen with a motor. It's like when the motor is under load in the fully submersed in water it struggles to start. I am somewhat mechanical inclined, and I have a good understanding about motors, but I am missing something here. I also checked the compression, and all 3 cylinders are very good and all the same they are perfect. there is something with when the motor is under load sucking water when fully submersed and the gas. But I don't know what it is like I said if you seen how easily it starts 1000 times with the hose and ear muffs you would shake your head like me. any help would be appreciated
 
yes sir I know how to do that and that is to choke the motor that should be used after the motor is warmed up and one the motor is warmed up if I hold the ley in to re-choke it floods. If I have the motor on ear muffs on a hose I can turn it off and on 1000 times and no choke needed and it runs and sounds good like I said when its fully submerged in water it will not start with the key enricher being used or not
