2007 50 HP 4 stroke sounds like value tap

I know a lot about cars but need a little help with this. Engine sounds like a car does when a rocker arm is loose.
There is a plate on the left side of engine...is that like a value cover ?...Thanks in advance for any help 50HP 4 stroke
