2007 50 hp 2 stroke mercury stalls at 3000

so far have rebuilt carbs fuel pump new hose and bulb tried a elc pump new plugs adjust air screws motor idles fine runs all day at 3000 or below but above it falls on face if you bump choke it picks up to 4000 for a second if you openit up it quits fires up and idles fine to 3000 rpm fires on all 3 cyl but runs like its out of gas runs fine on hose this only occurs under a load

Remove the high speed jet cover screws, drain out the fuel and clean the jets w/spray Seafoam. Reinstall the screws and let them soak overnight then light it...she'll smoke a bit but should improve. Make sure the fuel tank vent is working.

cleaned with a 52 thousands drill still the same good vent

Try opening the idle mixture screws 1/2 turn each (counterclockwise).
