2006 yamaha 25 hp bogging down

engine will crank fine and run great at top speed and then all of a sudden lose power and bog down. When it boggs down it will stay started but will not rev up and the trottle response is slow. Took it to a qualified yami dealer and they put carb repair kit on it and still have the problem. Whats weird is when it boggs down and I turn the motor off for say 5 minutes it will run fine no problems then start bogging down again. But when it boggs down if I don't turn it off and let it idle in gear it never regains power. I'm not sure if its not getting enough gas or getting too much gas. I took the plugs out to check and the gap is good but they may be alittle too black in color? No excessive build up of black but i thought it should be grey. Anyone have similar problem and maybe a solution?
 
2 stroke or 4 stroke ????---------------------Is the motor warming up properly ??------------When you operate the manual fuel pump while the motor is running is there a change ??-----------------Before start-up does the primer ( manual fuel pump ) go hard ???
 
its a 2 stroke. are you refering to the bulb on the fuel line that you pump up before starting? if yes it does pump up hard, when the motor boggs down I did try pumping the bulb but it is already hard and doesn't make any difference.
 
Water in your fuel. Clean up the carbs, the fuel filter at the motor and hook up an external gas tank and test it out. If it runs good then time to clean out your gas tank.
 
Thanks, Thats kinda what i suspected. I got new fuel line and gas tank but haven't cleaned the fuel filter yet. The carbs were just rebuilt not too long ago, will I still need to clean them and do I have to take them completely off to accomplish that?
