Pick up pump runs only when ke

Pick up pump runs only when key is first turned on.The eCM will not run the pump. Checked the float and the CVS are ok.Anything else that would stop the pump from running? The relay clicks in when pump is told to run. Tested pump and it is fine.Something stopping the negative side? any ideas?
