2006 Mercury Optimax shuts down on slow speed

I've got a 2006 Mercury Optimax that keeps shutting down on me when trying to idle or go at slower speed. It will run awesome out of the whole shot and run like scalded ape, its only when I slow down or try to idle after running that it shuts down on me. I've had it looked at a few times already, it is not throwing any arms or codes I just shuts down, kind of like someone turns the key off. I can put it back in neutral and it will start right back up run for about 20 seconds and then shuts down, but if I take off hard it will run perfect.
 
I would take a look at the reeds.

If you know anyone with CDS they can look at the intake air temp It will be elevated or you can get a bore scope and take a look through the throttle plate.

Assuming that the people who looked at it prior checked the fuel and air pressures along with the belt and tensioner for wear or water leaking onto the belt.

I had the powerhead replaced a couple months back. It originally was a 225 and he put a 250 head on it. The plastic air intake would not fit under the cowling so he left it off and its running without it. Do you think that this could be the problem drawing to much hot air off of the motor while going at the slow speeds?

Nope.

Check the reeds and belt tensioner first.
