2006 Evinrude 115 e-tec saltwater edition won't idle

Trying to trouble shoot 06 etec 115 , when in neutral it will not idle. Stalls out, when in gear it will idle. Drained fuel and added fresh fuel with Lucas fuel treatment. Changed plugs, still same issue. Any help is appreciated
