2006 Etec 225 hp rigging help

Here is a new to me 225 hp Etec, Model # E225DPXSDR. The previous owner cut this hose (why?) and for the life of me I can't find where this hose is suppose to be leading to. Any help would be greatly appreciated.

Looks like a water pressure hose. Would run to a gauge in the helm. However, it is awfully big in diameter for such a purpose.

But, definitely, if you started it, water from the block would shoot out that hose under pressure from the water pump.
