I have a 60 hp 4 stroke outboard motor, it was having issues at full throttle with cutting out, but running fine at low to mid rmps, discovered I had a bad stator, replaced it and ran her wide open for a good 5 min today with no issues. I'll update if that turns out not to be the issue, but I wouldn't have guessed they were related. The high pressure fuel pump does plug right into to regulator, so it stands to reason low voltage would effect the fuel pump.
