2006 25hp EFI 4 stroke fuel venting

I have fuel filling and flowing through the Air Vent assembly and drawing out the hose at lower unit. Anyone have an idea where to start on this? High Pressure pump replaced last month. It sat and the fuel went bad before I got it.
