2005 Johnson 9.9 J10R4SO after shutting off pull start does nothing (no resistance)

Having a problem with the above listed motor, it will pull start fine no issues but sometimes after shutting it off and going to turn it back on the pull cord has no resistance on the motor (I guess it's not turning the flywheel) until you pull it in and out for a while and eventually it will "catch". I have never worked on a boat motor before and really am not sure what to look at here. Any recommendations? Thanks.

That appears to be a SUZUKI built motor.-----Recoil starters have parts on them that rely on friction to move out pawls to engage the flywheel.----Perhaps somebody greased them ( I am not there to inspect ) and they need adjustment / cleaning / replacement.----Should not be hard to figure this out.

Thank you very much for your reply had no idea that it was made by Suzuki as the cowl says Johnson on it. I know what pawls are but would you happen to have a generic guide/video on how to adjust/clean them? Thanks!
