I had an issue putting away my boat last fall with one of the motors not going up or down, but i could hear the motor / pump working. the other motor worked fine not issues. I used the manual tilt screw and was able to get it down for the winter. Is this as simple it was low on fluid? If so what type do i need to fill it back up? Is it the entire motor/trim assy?

i will be getting to work on the boat getting it ready in the next few weeks i am trying to get it sorted out.

It could be that you are low on fluid. It could be just the manual tilt screw is not seated properly. Work it back and forth several times before you finally tighten it.

Use dextron automatic transmission fluid.

If it is low, once you get it filled up, lower the engine with the manual tilt screw slowly. Let it sit for a few minutes. Then raise the motor all the way up with the trim switch (hopefully it works)....you may have to help lift it if the fluid was really low. Once fully raised, top off the fluid again. Let sit for several minutes to remove air bubbles. Lower it again by the manual tilt screw. And repeat the above steps several times to get it fully operational.

If that does not do it, then you may have a stuck check valve.

If it does work....check over the unit for any leaks.
