2005 90 hp mercury rough idle/stall

My 90 merc idles rough and stalls rather quickly, but does not stall at idle in gear. Runs great at high rpm but a little sluggish when taking off. I have good compression, strong spark on all cylinders, new spark plugs. I pulled the carbs and cleaned, then performed a complete sync and link. Please help! Its driving me crazy!

Disassembled, sprayed carb cleaner through all the ports, and the whole carb,everything seemed clear. Reassembled. No change. Note that the carbs were not varnished or gummy at the start.

Assuming the idle mixtures are set okay, you might have a bad top seal or reeds that are not closing tightly.
