2005 9.9 Honda outboard - possible overheating

Purchased a used outboard. Started on the first pull and idles like a dream. Install on zodiac and when for a ride ... Within minutes it quit. Would start up immediately but quit just as quick. The longer I let it sit the longer it will run. So I assume it is overheating. The water flow is weak and sometime not at all at idle

What are the basics for me to check.

When ever you buy a used outboard it is always a good idea to install a new impeller.----------------First try to remove the indicator hose and blow it out.They often plug with dirt etc.---------------If you can sprinkle water on the head and it does not sizzle then it is not overheating.
