2005 25hp tiller, manual tilt stuck up

5 months ago I pulled my boat off the trailer to do some much needed repairs and replacements to the trailer. I finished them up last night and just pulled the boat back onto to trailer. Now my motor will not go down. While off the trailer the motor was in the full up or tilted lock position. Now I can’t lower it to start it up. It feels like it is locked, it’s not moving either way up or down. Please help.

Have you released the lock?

Motor will NOT move enough to release the lock.

i have sprayed every pivot point I can find with PB blaster. I have spun the bolt the the locking bracket uses to lock, it’s NOT seized to the locking bracket.
