2004 Vmax no start when leg is submerged

My 2004 Vmax HPDI will not start when leg is submerged . Once I race the leg it will start

Sounds like cranking RPM's are lower with back pressure, check all electrical connections related to the starting system, load test your battery or substitute a known good battery and see if it starts with the gearcase submerged.
