2004 Mercury 200 L CRB

i have a question. my friend has a 2004 Mercury 200 L CRB. has about 100 hours on the engine. engine has great hole shot. good power for about 15 seconds and then acts like it runs out of fuel. bring back to half throttle and it runs fine. go full throttle and it acts like its starving for fuel. this is what has been replaced one the engine so far. stator, regulators,plugs,coil packs,water pump,fuel filter. any idea's ? thanks
