2004 90hp Merc outboard startup after sitting 2 yrs tips

Hello all -

Trying to help out a friend who has inherited a boat with a 2004 90hp Mercury SW 3-cyl outboard that hasn't been started in at least 2 years. How best to proceed?

Charge the battery or get a good starting battery, hope that the carbs were run dry, install new plugs if necessary, change lower unit oil if it is dirty, fog the cylinders if it's a 2-stroke, use fresh fuel in a clean tank, change the water pump impeller, fill the 2-stroke oil tank w/the proper oil. Attach water hose w/muffs on LU before starting.
