2004 90 HP, V4, 2 Stroke Problem

My motor started randomly stuttering recently. Cruising along at 5000 rpm then the rpms would drop for a second or two then return to speed for awhile; NO ALARMS and it runs fine at idle speeds. I have a 2004 J90PLSRR. 90 horse 2 stroke. I'm pretty sure the problem is electric, it acts like I'm overheating and the "SLOW" kicks in to protect the motor but I'm getting no alarms. I had similar problems 2 seasons ago and had to replace the Power Pack. Could it be bad again or should I look elsewhere. It's not acting like a missing cylinder; plugs and wires are new. No stalling, good fuel pressure, fresh fuel, new filters. Any thoughts?
 
Check compression. Check spark with a spark board 7/16" gap. If those check out. Run engine to problematic RPMs and push in the key, it is a primer so it won't act like choke plates. If engine speed increases and holds it is a carb problem. If not.... then it could be electrical or a fuel supply issue.

It could be the motor partially seizing for all I know with the information given.

If you are not getting an alarm, I doubt slow has kicked in.
