2004 9.9 Pro Kicker no idle

Does anyone have experience with their Mercury Pro Kicker 4 stroke not wanting to start easily and then not idle? I assumed it was a fuel supply issue but when I talked to a local mechanic in Oregon he told me that these carburetors are notorious for plugging. Any feedback would be appreciated.

The mechanic is speaking the TRUTH.-----Carburetors plug when stored with fuel in the carburetor.------Always run fuel out of the carburetor/s when done , unless fishing the next day.
