2004 8hp 2 cycle mercury

i have installed a new water pump and the shifting is correct but the throttle linkage is backwards. i cannot get full throttle in forward.help dixsea

Is this a tiller model?

I'm trying to figure why you think the linkage is backwards.

If it's a tiller, with the throttle in the handle, unless you disassembled all the linkage and got the cam put back out of whack, there's not much to get out of (tune).

Check the pic. If your linkage doesn't look like the diagram, make it so
