2004, 6HP, 2 stroke wont idle

Good compression on both cylinders, new fuel tank and hose with fresh gas/oil, reeds look good, fuel pump and carb rebuilt. Will idle fine with the choke nearly closed. Mid range to wide open runs fine with choke fully open. Just will not idle. Anyone have an idea on what could be wrong? Really appreciate some help on this one. Thanks

Having to use the choke points a finger at the carburetor.----Perhaps you missed something.

Thanks. You were right. Pulled the welch plug out and sure enough the bottom of the emulsion tube was nearly stopped up.
