2004 50 HP EFI 4 stroke question

A friend tried starting his boat yesterday after sitting for several years....he called me over and I'm not sure exactly how this system works...is there a way to bleed the fuel system? My first instinct was to unclip the fuel line where it connects to the injector (distribution??)TFI block??? He hooked it up to muffs and cranked it unsuccessfully (while choking) for quite a while until I showed up...when I got there, it had been sitting for about ten minutes and I turned the key without the water running and it fired right up and I immediately turned the key off...when I tried to restart, nothing....just continual cranking....we tried pumping the bulb a few times and occasionally, it would fire for a split second and then nothing...before I do anything I figured I'd better check here..........
 
Is your friend using old fuel from several years ago? Entire fuel system needs to be drained and flushed from tank to fuel rail
 
He had drained the tank and put new fuel in, but that's it.....yesterday, we tried it again. I finally took the fuel line off and there is no fuel coming out...checked the fuse block on the engine, and they are OK.

He's going to order a service manual...we pulled the line off the fuel pump and it's pumping fuel...and it looks to be getting stopped at what I think is the vapor recovery system on the port side...
