2004 25hp 2 stroke not getting full power

I just recently bought a 2004 2 stroke 25hp and it starts up and idles fine but only get about 50% power when wide open it won't even plane the boat out it doesn't seem to have any misses, carb had been rebuilt, one coil replaced. I have changed the spark plugs and cleaned out the carb again myself. It seems to be getting plenty of fuel and has good spark. I was told this motor doesn't have a gaurdian mode....Any info will be greatly appreciated
 
Check for an oily/goopy residue in the lower cowl.

A bad intake gasket, base gasket, carb gasket or upper/lower crank seal problems can rob it of power.

Also check the condition of the bleed lines (that scavenge from the reeds) - missing/cracked/disconnected lines can also cause the motor to "suck air".
 
Compression was 67 on top and 65 on bottom
Psi? I'm amazed the outboard will even start. You may be in for a rebuild (or the scrap dealer), but with fairly even low numbers, i would try a de-carbonizing treatment first- you may have stuck rings. Get some Chevron techron, Gumout Regane, or Yamaha Ring-free+, lay the outboard with the spark plugs up, remove the plugs, dump a cupla ounces in each bore, and wait 24 hours. Take the rest of whichever treatment you use and mix it with your fuel (as directed on the label) and go for a ride. After, check your compression again. Anything under 100-105 psi is going to be a problem.
