2003 mercury 9.9 4stroke

can u change the carbs on a 2003 mercury 9.9 4stroke to a 15 hp? will the exhaust need to be opened up to allow for more horsepower? if not, is there anything you can do to make it a 15? i know some of the9.9 2 strokes have been made into 15.
