2003 Mercury 25hp 4 stroke mid speed bog

I’m determined to find the problem internet focused on 2 stroke efi I have a carburetor.anyway hard time starting bogging out. Changed gas lines checked tank cleaned carburetor installed new fuel pump.took it to lake starts right up 2000 rpm at dock for 20 minutes no problem took out of dock trying to plane 3000rpm bogging dumped throttle right up to to main lake full throttle for 1 hour didnt skip a beat pulled up to dock same mid range bogg under ok over ok.timing belt seems to be noisy. Trying to get spec on checking stator resistance. Timing belt stator or ecm that’s all that’s left any ideas

I have a free 2003 25hp Bigfoot electric start, tiller steer down here in northeast Florida if you need a carbureted parts motor, ECM was removed. Its been on the rack for 10 years, turns over, no water in the gearcase. Hate to scrap it if someone can use it.

I ship motors using Fastenal, used to be reasonable rates, my zip is 32174, get a quote from them, they ship store to store. I'll send pics if you want to move forward with it. I have no use for it.
