2003 Johnson Bombadier Tilt/Trim problem

Tilt Trim on this motor worked fine when I put it in the water in April. When I went to use it for the first time the tilt went up but not down. I had to manually release it so I could use it without having a tilt/trim option. A mechanic says it is a relay and to replace both up and down because if one goes out, the other probably will follow. Question I have is, in looking for Up/Down relays for Model#J40PL4ST I only find UP/Down valves. Is this what he refers to as "relays" because I also found plug type relays? I'm just trying to educate myself and don't want to keep bugging him with questions. He says I can probably fix this myself as he broke his arm a few weeks ago. Thanks for any clarification on "relays" that control the up/down movement and "valves" that control up and down movement.
 
I found them in the BRP parts break down, part # 5031483 and they look like solenoids for only $132.00 apiece.

OK...4 stroke Johnny made by Suzuki. I have found that if it fails to go in a specific direction, replace the opposite relay.
Fails to go UP, replace the down relay. Fails to go DOWN, replace the up relay.

Now this above is a specific failure (very common) that I am referring to. Both relays MUST click when using the switch to try the trim tilt operation.
IF YOU CANNOT VERIFY that they both click....then there is something else wrong.

These are the round relays, sitting in a rubber grommet in the plastic elec parts holder box, right?

Get them from Evinrude, OR get them from Suzuki. Don't repl them both....that is nonsense about both going out together.

OR, you could test them!!!! Hey that is a novel idea.

The exact failure (that I think it is) will be that if you have the relay completely disconnected from all wiring, you will find that there will be NO continuity between the colored post and ground. This is basically "bench testing" the relay in the OFF mode. No wires connected...measure for continuity between the top colored post (either green or blue paint) and the ground post or wire of the relay. One will show continuity, the other will be open. The OPEN one is the bad one.
