2003 johnson 99 4 stroke wont rev up please help

hello I have a 2003 9.9 on a 2

hello I have a 2003 9.9 on a 24 foot pontoon (thats all I can run on cowan lake) I bought this boat last year and the motor will only go to 2300-2500 rpm is there any way that I can get it to rev past that or is that all this little motor will do. It is only pushing the boat about 7 mph with a tailwind (gps confermed) I asked the guy at the marina where I bought the boat and he says thats all that it is supposed to run.I just have a hard time believing that thats the MAX rpm I can make this motor go. any help from you guys/gals would be great

"24 foot PONTOON,....it may very well be running fine,...thats alot of toon for a lil eng..however,a complete ck-out would be in order to confirm WOT...linkage,cables,would be an excellent place to start."
 
what prop do you have on that

what prop do you have on that motor?? needs to be
a low pitch prop to push that toon around....
