"I have a brand new 03 johnson 90 hp with about 10 hours on it and it does not want to run at low rpm under load. it will idle all day in netural, but when i put it in gear it, will run for approx 10 seconds and the stall (1000 - 1300 rpm). runs fine at full speed, but got to get it over the hump. fuel is fresh, tank is clean, has not set unused for any period of time. as i understand it this motor does not have low speed jets. thanks for any help."
