2003 honda 115 starting problem , to much fuel

Hello , i have 03 honda 115 , im having problems with it starting i had a fuel leak cause the needle for the float was bad and replace it , but it still wont start , so i unplug the positive cable off the electric fuel pump and it starts right up , i replace the fuel pump today but still same problem , also i have the alarm always beeping , a mechanic told me it should be the tps but that only comes with the throttle body i just dont want to spend 400 and dont solve the problem , plugs do get wet from fuel and compression on all cylinders are 165 any help will be great thanks
