2003 Evinrude 200hp need help identifying part

hello, i need help identifying this part. its located on the lower right half of the engine, it looks to be some kind of connecter piece but im not sure. I'd greatly appreciate any help.

looks like a single wire connecter like the one used on the temp. sensor is that a blue/white stripe wire
