2003 EFI 115 not getting fuel pressure?

Had the boat on the water and the engine started sputtering. Checked the bulb and it lacked pressure, limped back to the dock by continuing to pump the bulb. Since then have replaced the VST filter and the fuel filter on the outboard. After, started the engine, put it in gear and it doesnt respond to throttle until about 1/4 of the way and surges to 2500, immediately dies if I don’t feather the throttle. No one I’ve spoken to has been much help at all so I’m hoping for the best here. Thanks
