I removed the lower unit to replace the water pump. I back the lower unit. I pull started and water was coming out....success. But then when I tried to pull start it again, it woyld not allow me pull the cord. Its like it was stuck. If it pulled the 1st time after installing the lower unit what would cause it to get stuck after that.
