2002 Yamaha T50TLRA 4 stroke outboard

I have a 2002 yamaha 50hp outboard that is giving me troubles. It idles very smooth and runs smooth all the way up to 4000RPM. When I reach 4000RPM the motor starts to bog down when I get to full throttle.

I have good spark
I have compression
Can anyone point me in the right direction.
 
Clean the carburetors would be my first guess.

When the motor gets to the RPM where it starts to bog down, have an assistant mist spray some gasoline into the air intake opening. If the motor picks up and runs that is one indication that it is not getting the gasoline that it needs.

Put the boat in the river and sprayed a little either in the air box. The motor proceeded to pick right up until the either burned off. Planning on diving into the carbs now.
