"Jsut got a boat from Texes shipped to NY and it checked out fine before it was shipped here. The boat was put in the water and I Could not get it above 3000 RPM, now I cant get it past 2400. It hesitates and backfires. Any suggetions?"

Do a leak down and/or a compression test. If that is not the cause. Then hook up a computer and make your judgement there.

First step is purchase a manual and work from there."
