2002 tohatsu msf25a flushing problem

Engine will pump water in ocean. With lower unit submersed above cavitation plate in tub (secondary water intake under cavitation plate) to flush salt water, engine will not pump water. Started engine in tub did not pump, Did damage occur to water pump? I have changed thermostat. tell tale hose is clear. Blew backward threw tell tale line bubbles in tub. Is air being induced above cavitation plate to keep from pumping? Any thoughts would help
 
Was the upper water intake submerged? If not, you likely ran the pump dry. Thermostat has nothing to do with the telltale. If the wp has never been serviced, it's probably time to do that.
 
The upper water intake (under cavatation plate ) was submerged. I installed a complete water pump kit a year ago. The last trip in the Gulf the engine pumped fine. The problem is flushing engine of salt when boat is out of water. I want to figure out why , before I install a complete new water pump. With both water intakes submerged did damage occur to impeller when I started engine? Besides the two screened intakes on foot and intake on bottom of cavitation plate is there anything above cavitation plate that needs to be submersed
 
We typically flush with muffs. Even with the lower sub-intake open, if there is sufficient water through the hose, we haven't had a problem. With the lower intake taped off, the muffs work even better. I would expect that you should be getting good flow with the intakes submerged... but... if the tub is too small, you may be drawing exhaust bubbles, As long as the pump itself was submerged, you should not have damaged it at idle.
